Which to choose
If you are serving children, a crowd, or anything you need to set up quickly, popping boba is the practical choice: no pot, no timing, no hardening. If you want the drink to taste like a bubble tea shop drink, tapioca is what people expect, and the chew is the reason the category exists.
For events we usually run both — tapioca cooked in rolling batches for the milk teas, popping boba on the fruit teas. It also solves the queue problem, because popping boba cups pour instantly.
Cost and waste
Popping boba costs more per kilo but has almost no waste, since an opened tub keeps a week. Tapioca is cheaper per kilo but you throw away whatever is not drunk within a few hours, which for small events can make popping boba the cheaper option overall.
